It is clearly intelligently designed and sticking up from the ground. It could be the top of an electric fence that is buried. There is a small ball like object about a foot to the right of it that fits on the object near the top. I think it's possibly a row of lights that are encrusted with concretion where it was once submerged under water. The second ball shaped object from the top is smaller - the possible cover for it is on the right about a foot away ".
